Croatia decriminalized homosexuality in 1977 under the Socialist Republic. The Constitution bans marriage equality since the 2013 referendum, but the 2014 Life Partnership Act gives same-sex couples rights practically equivalent to marriage. In 2022 a final ruling recognized joint and stepchild adoption for same-sex couples. In 2023 the Constitutional Court declared civil unions constitutional. Anti-discrimination since 2003 (Gender Equality Act) and 2008 (Anti-Discrimination Act, includes gender identity and expression). Hate crimes covered since 2006 (sexual orientation) and 2013 (gender identity). Legal gender change available without surgery. No conversion therapy ban.
