Decriminalized in 1997 (Constitutional Tribunal declared Penal Code Art. 516 unconstitutional). In 1998 Ecuador became the first country in the Americas (3rd worldwide after South Africa and Fiji) to protect sexual orientation at constitutional level; the current 2008 Constitution (Art. 11) extended protection to gender identity. Individual adoption allowed, not joint. Gender change on ID since 2016 (Identity Management Law). Growing public trans healthcare.
