Kazakhstan decriminalized homosexuality in late 1997, but between 2024 and 2026 experienced significant regression. Feb 2024: president signed restrictive amendments banning same-sex couples from adopting orphans. On December 30, 2025 he signed an anti-'propaganda' law prohibiting information on 'pedophilia or non-traditional sexual orientation' (penalized with 10-day detention and fine). In 2026 a constitutional ban on marriage equality was added; it was already banned under the Family Code. Legal gender change allowed since 2003 but with very harsh requirements (surgery, sterilization, psychiatric evaluations). Pew Research 2015-2016: 89% oppose marriage equality, only 7% support. Frequent, underreported violence and discrimination. Almaty and Astana with discreet scene · Tian Shan and Aral Sea tourism unaffected · mandatory discretion outside LGBT circles.

Anti-LGBT 'propaganda' law
On December 30, 2025 President Tokayev signed a law banning 'information containing propaganda of pedophilia and/or non-traditional sexual orientation'. Violations are punishable by 10-day arrest and a fine.
Ban on same-sex couple adoption
