Kyrgyzstan decriminalized homosexuality in 1998 after Soviet independence, but the context has deteriorated: a 2020 quiet edit stripped out the provision that enabled legal gender recognition (unavailable ever since) and in August 2023 the president signed a "propaganda" law banning the dissemination of information on sexual orientation and gender identity to minors. In June 2026 Parliament approved in a first reading a bill that would ban gender change and gender-affirming care (not yet law). No partnership recognition, no anti-discrimination. Frequent discrimination and violence. Police documented blackmailing queer Kyrgyzstanis via social platforms and dating apps (2018). Bishkek has a very discreet underground scene · Tian Shan mountain tourism unaffected · mandatory discretion.

First reading of a bill that would ban gender change

On 4 June 2026 Parliament approved in a first reading a bill that would ban legal gender change, gender-affirming care, and reassignment surgeries. It requires further readings and presidential signature: it is not yet law.

"Propaganda" law restricts information to minors

On 14 August 2023 the president signed an amendment to the child protection law banning the dissemination to minors of information on sexual orientation and gender identity ("propaganda of non-traditional relations"), modeled on Russia's law. In force since 30 August 2023.
