Laos has never criminalized consensual same-sex activity, with an equal age of consent of 15. However, no legal recognition of marriage or civil unions exists, nor specific anti-discrimination laws on sexual orientation or gender identity. The Constitution does not explicitly address affective diversity. Legal gender change reported as possible but procedural details unclear. The government tolerates or ignores LGBTQI+ people as long as they do not campaign for LGBTQI+ rights. Vientiane with discrete scene (mostly expat), no official Pride; low-confrontation Buddhist society but highly conformist; high family pressure for heteronormative marriage; very limited public visibility.

Constitutional non-discrimination proposal

In March 2025 a National Assembly member proposed expanding the «non-discrimination» language of Article 36 of the 2025 revised Constitution to allow room for gender diversity.
