Paraguay decriminalized same-sex relations in 1990, one of South America's latest decriminalizations. Under the 1992 charter, marriage and de facto unions are reserved for opposite-sex couples only. No general anti-discrimination (some specific laws with clauses). Trans people cannot change name or gender on documents. Mental Health Law 7018 (2022) prohibits diagnoses based exclusively on sexual orientation or identity. Small LGBT scene in Asunción · 26% supported marriage in 2017 (growth) · conservative Catholic/Guarani society.
