Latvia decriminalized homosexuality in 1992 after independence. The Constitution, amended in 2006, defines marriage as a union between a man and a woman. In November 2023 Parliament codified registered partnership and the law took effect on July 1, 2024 with rights similar to marriage except title, adoption and inheritance. In June 2023 Parliament elected Edgars Rinkēvičs as president, the EU's first openly gay head of state. Employment anti-discrimination since 2006, extended in 2021 to other areas including hate speech. Legal gender change requires surgery. No conversion therapy ban. Per the 2023 Eurobarometer, 36% back EU-wide access to marriage equality (up from 19% in 2015). Riga concentrates LGBTQI+ life with bars like Golden and Baltic Pride events (rotating Riga-Vilnius-Tallinn) · mostly tolerant but discreet environment · rural areas more conservative.
