Lebanon
Lebanon technically criminalizes gay sex under Article 534 of the Penal Code (penalties up to one year), but courts have ruled since 2016 that it doesn't apply to consensual sex between adults. In August 2023 an appeals court reaffirmed that consensual same-sex sex is not unlawful. No partnership recognition, no anti-discrimination. Trans people can change legal gender after surgery (2016 ruling). World Values Survey 2017: 52% of Lebanese say they wouldn't mind a homosexual neighbor (most tolerant Arab country surveyed). Beirut has one of the most visible LGBTQI+ scenes in the Arab world · Mar Mikhael and Gemmayze as tolerant zones · climate hardened since 2023.
