In civil-law areas penalties range from 3 months to 3 years imprisonment; in Sharia-law areas (including territories controlled by al-Shabaab) the penalty can be capital. No union recognition, no anti-discrimination, no gender identity recognition. Failed-state context across much of the territory, active armed conflict.
