Turkey

Turkey decriminalized homosexuality in 1858 (Ottoman Empire), but the legal framework is empty: no marriage, no civil unions, no anti-discrimination protection. Legal gender change possible since 1988 but requires surgery. Istanbul Pride has been banned since 2015 (the march attempts to gather each June and usually ends in detentions). The social climate under the AKP government has hardened, with hostile official rhetoric. Pew 2020: only 25% support acceptance of homosexuality, 57% oppose. Istanbul keeps a resilient urban LGBT scene · Cihangir and Beyoğlu as historic neighborhoods · Antalya as a tolerant tourist destination.

AKP draft proposal threatened to penalize LGBTQI+ expression

In October 2025, a leaked draft of the AKP's 11th Judicial Package included articles that would criminalize 'promotion' of behaviors 'contrary to morality' (up to 3 years) and 'cross-sex' acts. By November 2025 the AKP submitted the package to Parliament with those LGBT-targeting provisions removed, following international pressure from HRW and Amnesty.
