AKP draft proposal threatened to penalize LGBTQI+ expression
In October 2025, a leaked draft of the AKP's 11th Judicial Package included articles that would criminalize 'promotion' of behaviors 'contrary to morality' (up to 3 years) and 'cross-sex' acts. By November 2025 the AKP submitted the package to Parliament with those LGBT-targeting provisions removed, following international pressure from HRW and Amnesty.
