Ukraine decriminalized male same-sex relations in 1991 (female same-sex relations were never criminalized). Marriage remains limited to heterosexual couples by the 1996 Constitution. On May 14, 2025 the government approved an EU accession road map with registered partnerships planned for Q3 2025, but the deadline passed without legislation. In February-March 2026 the Supreme Court made history by recognizing a same-sex couple as a de facto family. Supreme Court recognizes same-sex couple as family

On February 25, 2026 Ukraine's Supreme Court confirmed that the couple of Zorian Kis and Tymur Levchuk constitutes a de facto family under Ukrainian law (joint property rights and urgent medical decisions). Not equivalent to civil union or marriage, but a historic judicial precedent.

EU road map includes registered partnerships (Q3 2025 deadline missed)
